I discovered that the character stops when an Ephemeral Node spawns. Miqo detects the Ephemeral Node as the highest level mineral deposit, but has no way to reach it, so it stands still and spams Compass II. Unsure if this happens if you specify the node to gather from, or if you have Miqo use Compass I instead.
