Will miqo use specialist skills in crafting?

As per topic , will she use them? If I don’t assign any hotkey to them but just put them on a hotbar will miqo use those skills?

You don’t have to assign a hotkey for each skill directly, but you have to make sure that they are reachable by keyboard. In short, there must be a keybind for each icon on first hotbar and a keybind to switch to any other hotbar.

If you follow these simple rules, then yes, Miqobot will use specialist skills.
