Occasionally a friendly PC gatherer in your vicinity will either /wave or greet you in /say, I think it would be a good idea for an optional warning to flash miqo on the taskbar when this happens, we can just make a specific chat tab to filter for messages

Yes, this feature has been already requested and planned for implementation.
At the moment we are fully focused on Combat system upgrades, but we will try to push additional features into one of the upcoming beta versions.
