Take the skill off your bars completely and Miqo will not use it. Alternatively, you should be able to put the skill on a bar Miqo cannot access with keybinds or hotbar calling, or make a macro with the skill that does not have /micon, to use it manually.

Under the combat assist stuff, click the + and you can choose an option to ignore a hotbar.

The preferred method to prevent usage of a certain ability is via Advanced Settings – Ignore Hotbar.
